    After some debate, I&#039;ve decided to reverse the network&#039;s policy on using Mibbit to connect.&lt;br /&gt;
&lt;br /&gt;
The reason for this is simple - Mibbit is just another chat client, and while it doesn&#039;t have the convenience of DCC file transfers, it&#039;s still a useful chat client for those who can&#039;t otherwise connect to IRC.&lt;br /&gt;
&lt;br /&gt;
This said, I&#039;m going to give some forewarning - if you choose to use Mibbit to connect to our network and our channel, you will &lt;strong&gt;NOT&lt;/strong&gt; (repeat: &lt;u&gt;&lt;strong&gt;NOT&lt;/strong&gt;&lt;/u&gt;) receive help/support for accessing user fileservers or transferring files, since those involve mechanisms that Mibbit &lt;u&gt;does&lt;/u&gt; &lt;u&gt;not&lt;/u&gt; implement! You will likely be flat out ignored if you try asking for help transferring files with Mibbit since this can&#039;t be done.&lt;br /&gt;

    After a bit of work on this project of mine, I&#039;ve finally gotten a viable web-based IRC client installed on the website. This one utilizes the LightIRC Flash-based IRC client.&lt;br /&gt;
&lt;br /&gt;
&lt;strong&gt;I&#039;ve already posted a warning on the entry page for the client, and I&#039;m going to repeat it here so that it&#039;s perfectly clear.&lt;br /&gt;&lt;br /&gt;
IF YOU PLAN ON ACCESSING USER FILESERVERS OR USING OUR XDCC BOT: Do &lt;u&gt;NOT&lt;/u&gt; use this client! You will still need to use a desktop client like mIRC or XChat! If you use this client and find your DCCs are not working, do NOT even bother asking us why it won&#039;t work - we will just ignore you (or perhaps chew you out for not reading this warning twice over)&lt;br /&gt;&lt;br /&gt;
IF YOU PLAN ON JUST CHATTING IT UP: No problem! Use the web client to your heart&#039;s content!&lt;br /&gt;&lt;br /&gt;

    As many of you may have noticed, on January 18th, 2012, for a full 24 hours, we joined thousands of other websites in protest of two major and controversial bills - the &#039;Stop Online Piracy Act&#039; (SOPA) in the U.S. House of Representatives, and its counterpart in the U.S. Senate - PROTECT-IP Act, or PIPA for short.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;
&lt;br /&gt;
During the entire day, we &#039;blacked out&#039; our entire site in protest of these two bills. The page that was put up in place of the usual website has been archived and can be accessed using this link: &lt;strong&gt;&lt;a href=&quot;http://www.cartoonpalace.info/?blackout=1&quot;&gt;http://www.cartoonpalace.info/?blackout=1&lt;/a&gt;&lt;/strong&gt; - this page will remain for the entirety of 2012, since this is likely to be an ongoing issue throughout most of the year, and could serve as a good reference point for others who may have missed our blackout. Details about the SOPA and PIPA bills can be found on that page.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;

All services have been returned to normal as scheduled. Additional resources regarding SOPA/PIPA will probably be posted on the archived blacklist page. We appreciate your understanding in the matter, and thank you for continuing to support us.

I am looking for someone to design &lt;strong&gt;EITHER&lt;/strong&gt; a:&lt;br /&gt;

&lt;li&gt;Small logo, which must fit within the topmost page block (the one that contains the current &quot;logo&quot; text), OR&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;A banner which will span the topmost page block, but NOT the entire page width. &lt;strong&gt;(PREFERRED!)&lt;/strong&gt;&lt;/li&gt;&lt;br /&gt;
&lt;/ul&gt;&lt;br /&gt;
&lt;br /&gt;
Restrictions:&lt;br /&gt;
&lt;ul&gt;&lt;br /&gt;
&lt;li&gt;All submissions must be in JPG or PNG format, preferably JPG. You may include your submission in both formats if you wish. Matter of fact I would prefer you do this so I can make an accurate comparison.&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;No explicit content - that means strictly PG material.&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Design theme should follow an anime-related or cartoon-related theme (we are a cartoon encoding group after all!)&lt;/li&gt;&lt;br /&gt;
&lt;/ul&gt;&lt;br /&gt;
